AWARD
A.Qreement
1. The parties are bound by the provincial agreement between the College
Compensation and Appointments Council for the Colleges of Applied Arts and Technology
and the Ontario Public Service Employees Union(for Academic Employees)effective from
September 1,2003 to August 31,2005 ("the collective agreement").
The issues and backeround
2. This decision concerns the Workload Grievances of Professor Kashin and
Professor Robertson under Article 11 of the collective agreement The two grievances are
dealt with together because the issues involved are similar.
3. The Grievors are professors in the Early Childhood Education Programs. Their
grievances concern courses assigned to them for the winter semester (ECE457 for
Professor Kashin and ECE157 for Professor Robertson). The courses involve students'
field placements. The professors visit the students placed in daycare centres to monitor and

review their performance there. The professors travel to where the students are placed and

observe,coach and assess them there.
4. There are two parts to the workload grievances. The first concerns the Union's
(and the professors')complaint that the number of hours assigned for the field placements is
too little for the number of students in the course. The second concerns the number of
travel hours assigned each week for the field visits.
5. The Union sought to raise a third concern of Professor Kashin and Professor
Robertson:the evaluation allocation for their field courses. This issue was not first referred
to the College Workload Monitoring Group C WMG")before being referred to me for
consideration, as is required in Article 11.02 E 1 of the collective agreement In the
circumstances,without the College's consent to deal.with it I have no authority to consider
it

6. The parties have been able to resolve these grievances on the following terms.

7. Since Professor Kashin is no longer assigned the field course, her grievance is

withdrawn.

8. With respect to Professor Robertson's grievance,for the winter semester,she will
be attributed one hour per semester(i.e.per 14 weeks)for each student above 38 in the
course ECE157AA. This will appear on the back of her SWF as additional field time. 4

9. With respect to Professor Robertson's travel time grievance, the parries have
resolved the matter on the following terms. For the winter semester,she will be attributed
half an hour per semester on the back of her SWF for each location where a student(s)in

her course ECE 157AA Ware placed outside of the following placement area:
the western boundary:from the lakeshore north along Islington Avenue to
Steeles Avenue, east along Steeles Avenue to Weston Road, and north along
Weston Road to Elgin Mills;
the northern boundary:east along Elgin Mills from Weston Road to York
Durham 30;
the eastem boundary:south from Elgin Mills along York Durham 30,south
along Markham-Pickering Townline,south along Scarborough-MningTownline,

west along Finch Ave.East,north along Beare Road to Plug Hat Road,west along
Plug Hat Road,south along Meadowvale Road,east along Sheppard Ave.East-
Twyn Rivers Drive,south east along Sheppard Ave East,south along Port Union
Road to the lakeshore;
the southern boundary: along the lakeshore(excluding the islands)from
Port Union Road in the east to Islington Avenue in the west
10. I remain seized to del with any dispute concerning the implementation of this
award.
