As to 2 of these, the employer has agreed (without prejudice, I take it, to its rights under the Collective Agreement) to accede to the grievor's request. The last point relates to the scheduling of grievance meetings. Article 11.03, Step. 1, requires the immediate supervisor to arrange a meeting within 7 days. Article 11.03, Step 2 requires the President or his designee to convene a meeting within 20 days. It is conceded that the obligation to make the grievance procedure work is a bilateral one. The agreement is silent both as to the place of meetings and their exact time. Carriage is with the person designated in Step'l and Step 2. However, every effort must be made to arrange a mutually convenient time and place that either eliminates any cost or expense or keeps cost and expense to a minimum. I include as a "cost or expense" any disruption of the teaching programme. Where, as in this case, the' parties may be located some distance apart, the obligation to co-operate is not lessened.
