Board Order
On the consent of the partIes, and after heanng the submIssIOns of the partIes, the Board
orders as follows
In the matter of the gnevances lodged by the Gnevors and the Umon allegIng a vIOlatIOn
of the health and safety provIsIOns of the collectIve agreement, wIthout prejUdICe and
precedent, the aforementIOned partIes agree to the folloWIng as full and final settlement.
1 The Employer agrees to Implement a new polIcy regardIng the use of names by
the staff at the FamIly ResponsIbIlIty Office (FRO) See AppendIx "A" for
polIcy
2 The Employer agrees to cIrculate to all employees at FRO a copy of the letter
attached at AppendIx "A" whIch sets out the detaIls of the new polIcy
3 The Employer wIll make the follOWIng payments to these gnevors who submItted
claims for damages pursuant to the gnevance

4 The Employer wIll Inform all staff who may gIve out the names of FRO
employees In response to Inqumes form the publIc of the terms of the new polIcy
provIded by thIS settlement. Anyone dIscloSIng the name of another FRO
bargaInIng umt employee wIll be reqUIred to use the person's 1 st name and I.D
number only
5 Where requested by an OPSEU employee, the employer wIll arrange to change all
computer system generated letters to pnnt only OPSEU employees' first names
and I.D numbers as soon as reasonably possible after such a request.
6 In conSIderatIOn of the above, the Gnevors hereby release and forever dIscharge
the Employer ItS employees, agents and servants of, and from all actIOns, causes
of actIOns, claims and demands of every nature and kInd, or any other remedy the
gnevors or theIr successors, heIrs, admInIstrators or assIgns may have anSIng out
of the facts of these gnevances pnor to the date of thIS settlement.

7 The Umon and Gnevors wIthdraw the gnevances
8 The lIst of gnevors IS attached at AppendIx "B"
9 The GSB wIll remaIn seIzed to deal wIth the ImplementatIOn of thIS memorandum
of settlement.
10 The partIes agree to make thIS Memorandum of Settlement an order of the
Gnevance Settlement Board.

Memorandum
To all Employees in the Family Responsibility Office, Ministry of the Attorney
General
Re Employee Identification Policy
November 7 2000
In March 1999 many of you filed gnevances concernIng the Mimstry's commumcatIOns
polIcy at the FRO SpecIfically a number of employees were dIssatIsfied wIth the polIcy
whIch reqUIred employees to IdentIfy themselves USIng theIr first and last names In both
telephone calls and wntten correspondence The gnevances were referred to the GSB and
a settlement has now been reached.
Under the terms of the settlement, the Mimstry has agreed that the OPSEU employees at
FRO should be entItled to an exemptIOn from the polIcy requmng IdentIficatIOn by full
name
AccordIngly the Issue of employee IdentIficatIOn wIll be dealt wIth In the follOWIng way
Telephone Communication
As of November 15 2000 employees wIll be reqUIred to IdentIfy themselves on the
telephone or on theIr VOIce mall by theIr first name and IdentIficatIOn number or by
gIVIng theIr first and last name If they so choose Use of a first name alone IS not an
optIOn as members of the publIc are also entItled to have some reasonably clear means of
IdentIfYIng an employee of the OPS wIth whom they may have ongOIng busIness
Written correspondence (Includingfax and e-mails)
Documents prepared for use In court, such as affidaVIts, shall use the employee's full
name
As of November 15 2000 for all "non-court" documents, employees wIll generally be
reqUIred to IdentIfy themselves In the same manner as for telephone commumcatIOn, by
USIng an employee's first name and IdentIficatIOn number or last name, If they so choose
Where the Mimstry determInes that use of a full name IS reqUIred, for non-court
documents, employees wIll use theIr first name and ill number as well as the full name
of theIr manager
The collectIve agreement reqUIres the partIes to take reasonable measures for the
protectIOn of employee health and safety We trust thIS change In polIcy wIll sufficIently
address the concerns raised In the gnevances
