Decision
[1]A decision was issued on August 11, 2008 setting out a series of objectives to
be accomplished at the Toronto Jail.
[2]A coordinating committee was established. That committee is charged in the
August 11, 2008 decision with various responsibilities. Among them is the
establishment of specialist sub-committees to recommend actions to be taken
to achieve the objectives.
[3]A disagreement has arisen on the coordinating committee regarding the
establishment of those sub-committees.
[4]I have heard the parties? submissions. In light thereof, I have issued the
following directions concerning the composition and conduct of the sub-
committees:
a) the sub-committees will be composed of individuals who work in the
Toronto Jail;
b) Ms. Charlene Tardiel may be appointed to the sub-committee mandated
to address the receipt of hate mail, so long as she retains her home
position at the Toronto Jail;
c) each sub-committee may, with the prior approval of the coordinating
committee, consult outside expertise;
d) sub-committee meetings will take place, as arranged by the Project
Manager, Ms. Ingratta, at the staff training centre at 450 Broadview;
e) in other respects, the sub-committees will operate on the mandate issued
to them by the coordinating committee.
