[1] I have had the opportunity to consider the submissions made during the conference call

chief in support of its application, rather than a signed declaration of particulars required by the

[2] Although I appreciate the reasons for the UnLRQ¶VUHTXHVW,QRQHWKHOHVVILQGWKDWWKH
circumstances of this case do not warrant a departXUHIURPWKHUHTXLUHPHQWVRIWKH%RDUG¶V,QWHULP
