DECISION
As a result of two grievances filed with this Board ;.
between these parties, being Grievance Nos. 586/83 and 645/83,
a Memorandum of Settlement was entered into in February of
1985. Subsequently, on June 11, 1985 a' further grievance,.was
filed by the Grievor alleging that the Employer had not "
fulfilled the conditions of the Memorandum of Settlement. At
the commencement of the hearing into the 1985 grievance, the
representatives of the parties outlined to the Board the
positions being taken with respect to the implementation of the
earlier settlement. Thereafter, discussions commenced.between
the parties in ,the absence of the Board, and we were
subsequently advised that a further Memorandum of Settlement
had been worked out between the parties. We were requested to
incorporate that settlement into an award of this Board.' That
settlement, and our award in this matter, are as follows:
The parties hereto'agree to settle the above-noted
grievance on the terms set out below which shall be
incorporated as an order of the Grievance Settlement Board and
any problems in its enforcement shall be referred back to the
Board for resolution. The Ministry will provide the Grievor
with the following training opportunities:

(a) Commencing January 5, 1987,~the Grievor will spend
the first 1 l/2 hours of her workday preparing
responses to written inquiry letters which will be
provided to her and which shall include at least one
letter per week which is to be signed by the Head,
Licensing Assistance Section or the Manager,
Licensing Administration Office. During this 1 1.12
hour period, the Grievor is to be freed from any
other job responsibilities. The Grievor's response
letters are to be reviewed with her by her. supervisor
once per week in order to give her proper feedback
concerning the appropriateness of the letters. This
training opportunity is to last for a period of 8
weeks, concluding February 27, 1987.
(bl The Ministry will sponsor the Grievor to attend the
next available Human Resources Secretariat course on
writing skills.
(c) The Ministry will send the Grievor to the next
writing lab which is held.
'(d) The Ministry will pay for the Grievor's attendance
outside working hours at courses that are
work-related conducted at recognised educational

institutions such as high schools, community colleges
and universities during 1987.
(e) The Ministry will arrange for the Grievor to attend one
additional course within the Ministry of her
choosing during 1987.
