DECISION
At the request of counsel for the Ontario Public Service
Employees Union, a further hearing ,in this complex and protracted
matter arising from a policy grievance (originally presented on
November 26, .1985 and which has come to be known as the
"Millbrook case") was convened at Toronto on 'November 8, 1989.
While the Board's panel remained in seclusion, the
parties re-opened negotiations. After some hours counsel
appeared and presented a signed memorandum of settlement. A
photostatic copy of the same is attached hereto together with
photostatic copies of its appendices. The original is being
retained for future reference if necessary.
Pursuant to the provisions stated in the memorandum,
this matter will be deemed to have been finally concluded by
agreement of the parties unless within 30 days after March 4,
1990, either party asks the Board to reconvene to hear
submissions on the remedy.
