DECISION
This matter arises out of a letter written by Joseph Suppa to the
Grievance Settlement Board (attached) .
Mr. Suppa, the Union, and the Employer agreed at the hearing that
this letter alleges , inter alia, that Mr. Suppa was not properly
represented by his union and that it would be the most
expeditious course of action for that claim to be dealt with by
the Ontario Public Service Labour Relations Tribunal { the
"Tribunal" ) before proceeding with any action before the
Grievance Settlement Board. This is without prejudice to the
issues of arbitrability or the merits of Mr . Suppa' s case .
Furthermore , the parties agreed that this letter should
constitute a formal complaint to the Tribunal . This is so
directed.
