FEB 2 5 1992 18 1 E~FO~EM~T B~NCH UEUORANDUM TO: Peter Savoie Investigator Weltand FROM: Pat Hollett Director RE: RELOCATION EXPENSES - CORNWALL TO WELLAND The Minutes of Settlement for your grievance for the Kingston competition EN- 199 included normal expenses for relocation to Hamilton if you were unsuccessful in the re-mn of competition EN-199. The. settlement also required that competition EN-199 need not be re-mn if you were successful in obtaining a position in Welland. You accepted a position in Welland effective September 23, 1991. Although there are no moving expenses eligible with the Welland competition, this branch is.willing to provide normal relocation expenses from Cornwall to Wei~and in recognition of the provision in the Minutes. of Settlement to relocate you to Hamilton. The timing for your relocation and etigibility for expenses will be made in accordance with the Directives and Guidelines of Management Board of Cabinet for employee relocation expenses. Since your acceptance of the Welland position, no indication has been received from you regarding the date of your relocation to WeUand. In view of this, i wish to outline this Branch's position with ~respect to your relocation: 1'. The expenses to which you are entitled will be as provided in the , Directives and Guidelines of Management Board of Cabinet. The expenses you have received to date are a one ha)f months salary ($1888.95). The remaining expenses which you may claim relative ,~ ,~ your reloc.ating 40 km c~oser to the WeJland office, are real estate broker ~ ~.~ees, legal'fees'and moving fees-as explained in the Directives and Guidelines. ,. ;~ou a.re .also entitled to one trip not exceeding 7 days with your family to search i "fOr accommodations.. 2.' Entitlement to expenses for moving to West CentraJ Region commenced with the date of your original relocation to that region. Expenses for which you are eligible will be assessed from that date. Remaining expenses to which you are entitled will be assessed from the date of your posting to the Welland position.' The Guidelines require that every attempt should be made to ensure the timing of relocation be convenient to both. employee and Ministry and conducted to minimize costs. You have been encouraged to take up permanent residency, since relocating to West Central Region and, to date, have not done so. If you wish to take advantage of the relocation expenses to which you are entitled, I encourage you to exercise your option by September 23, 1992. i.e.. 12 months from the date of your Weiland posting. If you elect not to initiate action and are unable to provide satisfactory verification that you have made every reasonable attempt to acquire aitemate accommodation, I will not recommend any further consideration of your relocation expenses to the Deputy Miniter. 3. 'The Home Owner Employee Relocation Plan was available to you and you have entered and withdrawn from this plan for this reJocation. The guidelines are sPecific that ernpl.oyees who withdraw from this plan for any reason are not eligible to re-enter for that specific move. In view of this policy the Home Owner Employee Relocation Plan is no longer available to you. 4. You have frequently qUeried the application of the Enhanced Relocation Plan and, I wish to ensure that there are no misunderstandings concerning the application of this plan. ' The application of this plan is at the sole discretion of the Deputy Minister. It is only appiied for very special cases, such as an individual with a specific specialty that is needed for a position. This ptan is not available to you for this relocation. -3- In your interests and the interest of this Branch, you are encouraged to expedite your decision.
