Union Employer Vice-Chair 2 Decision Dan Taylor was a C02 at Toronto East Detention Centre at the date his grievances were filed on February 13 and February 25,2005. He claimed that the employer had "violated Articles 13 and 14" and "UN Article 7 (Rest Periods)" of the collective agreement between the parties. The employer took the position that there had been no breach of the collective agreement. At the outset of the hearing, the parties agreed that I had the jurisdiction to deal with this matter and they requested in accordance with Article 22.16, that I issue a without prejudice decision, with no reasons Having carefully considered the submissions of the parties, and the jurisprudence of the Board, particularly, OPSEU (Belanger et al.) and Ministry of Community Safety and Correctional Services, GSB 1999-1782 (Harris), I hereby dismiss these grievances.
