Decision
The following orders are issued on consent of the parties:
[1]The employer will produce copies of all invoices or similar documents relating to the use
of police for community escorts arising out of the Toronto East Detention Centre from
August 20, 2002 (30 working days prior to the failing of the earliest grievance?Megahy)
until February 1, 2008.
[2]The employer will also provide an updated spreadsheet detailing the amounts reflected in
the documents noted above.
[3]The employer will identify the ?safety exceptions? with an explanation for the exception
and supporting documentation where available.
[4]The employer will identify those persons who were called in, those who were pre-
scheduled to work, and those who were scheduled to work the subsequent and/or
preceding shifts for each occasion on which police were used to perform community
escorts.
[5]The parties agree that with respect to any issues concerning use of police for community
escorts arising at Toronto East Detention Centre on or after February 1, 2008, those
issues are covered by union grievance #2006-0999-0003 and will be dealt with by
Arbitrator Bram Herlich.
[6]The parties agree that for any issues concerning use of police for community escorts
arising out of Toronto East Detention Centre prior to February 1, 2008, these issues are
covered by Union grievance # 2006-0999-0003 and that aspect of that union grievance
will be dealt with by Arbitrator Richard Brown.
[7]The productions in paragraphs 1 through 4 will be produced not later than January 5,
2009.
