It is my position that this grievance ends the promissory
estoppel. In future, any Correctional Officer-attending a one
week refresher course at a location further than 24 kilometers of
his or her assigned headquarters (17.2.2@)) and outside of his or
her normal Metropolitan area (17.2.2(c)) is eligible for cost of
meals under Article 17.
